Bugfix: show obs even if observer has blocked the viewer

This was the original behavior when we introduced blocking, because blocking is
meant to block interaction, not make anyone invisible. I suspect it changed at
some point when we changed the obs detail endpoint to use the same underlying
queries as the obs search endpoint.
