Add 't#<test_nr>' autoreplace in comments to provide same-host links

This allows to add to tests or subpages within tests from comments, e.g.

    t#1234/modules/hello_world/step/42

would translate to

    <a href="http://<my_openqa_instance>/tests/1234/modules/hello_world/step/42">t#1234/modules/hello_world/step/42</a>
