Don't restore from drafts unnecessarily

When instantiating a new AnnotationController instance we only need to
restore unsaved changes from drafts if we're going to be opening the
editor.

This fixes an issue that the "stickiness" of the Post dropdown's initial
value wasn't working when creating new annotations, because it was being
overwritten by restoreFromDrafts().
