Use Tempita wheel to bypass its setup.py (#2284)

* Add tempita wheel checksum to our requirements file

Using the wheel works around incompatibility with new setuptools.

* Stop forcing virtualenv version in taskcluster CI

Adding the tempita wheel to requirements means we can use latest
setuptools, as bundled in virtualenv 20.8.0+
