CSPL-1340: Copy the app package from the Operator Pod to the Splunk Pods of the CR     - uses the pool of pod copy workers(same number as the download workers)     - copies the apps package from Operator pod to the /init-apps/<app source name> location of the Splunk Pods of interst     - In the case of clustr scope, extracts the app to the bundle apps location, and deletes the app from the Operator pod
