Merge branch 'release-1.3.12'

* release-1.3.12:
  Bumping version to 1.3.12
  Update rds model
  Update Autoscaling model
  Wording adjustment
  Remove test case for internal method. It is already ensured by other test cases.
  Refactor the build_policy() to use same logic to build both canned and custom policies
  Do not use mutable object as default value
  Minor refactor for documentation
  Compare long urls by its dictionary parts
  Also compare policy output mainly by dictionary
  Also accept string (i.e. text) as policy input
