Add meaningingless support for OAPPEND open mode

Linux in 9p2000.u mode will send an `OAPPEND` open mode which is
defined as opening the file and seeking to the end. This is meaningless
in a world where `read` and `write` take offsets.

This patch adds `OAPPEND` "support" to make the Linux client happy.
