Fix module & subtree sharing

Testing in staging revealed that the last fix to remove module sharing
actually caused a serious performance regression when dealing with 800+
domains. This patch addresses this by:

- Adding a few more domains in config.example.wikimedia.org, so that we notice
  regressions in that area.
- Reinstating module caching & making sure that modules are only shared if
  both the spec *and* the globals used to expand the config are identical.
- Fixing general sub-tree sharing, using the same principle of checking spec
  *and* global object identity.
