Migrate the CI from Travis CI to GitHub Actions

* .Rbuildignore: ignore `.github/` directory in R build
* .github/workflow/main.yml:
  - add `main` workflow for testing and coverage reporting;
  - testing:
    - test the package on `ubuntu`, `macOS` and `Windows` platforms;
    - test the package on R version `3.3`, `oldrel-1`, `release` and current `devel`;
    - use `lyricwulf/abc@v1` for installing system dependencies;
  - coverage:
    - add `codecov` support;
    - add `coveralls` support (not fully working);
* README.md: update build/coverage badges.
* .travis-ci.yml/appveyor.yml: Remove Travis CI and AppVeyor support;
