Commit Message

Delete the segUtil. Add a segmentProvider. Modify test specs for segmentProvider. Change option attribute names.

A default config of digit and group is needed.
Therefore, add a segementProvider that can hold initial configs.
SegUtil is no more necessary.
Move methods of segUtil into segment service.
For more accurate meanings, change option attributes name of digit.
