Don't pull in base dependencies for docs build (#2267)

* Don't pull in base dependencies for docs build

readthedocs can't install things like the mysqlclient bindings, so
include the minimal dependencies we need for the sphinx autodoc to run
without warnings.

* Add tempita wheel to docs requirement file

Tempita's setup.py is incompatible with current setuptools, the whl lets
us bypass that.
