New llvm support (#3)

* Make hashes unsigned, some rearrangement

* Add llvm-12 and llvm-13 tests

Config tests based on rustc llvm version as well

* CI tweaks, llvm 12 fixes start

* Add last compiler that used llvm 11.0.0
* Readd nightly compiler
* Fix multi-line header in text parser to pass llvm 12 tests

* Remove overflow test

* Make this work in 1.51.0

* Remove overflow tests again

* Add llvm_11 hack

* Update printout to state data directory

* Fix llvm-13 support

Header now has a binary_ids_size field. This is constantly zero on all
the coverage report so must not be needed for coverage but if it's not
zero things may break...

* Add binary_ids_len to offset

Checked the llvm source code and saw what was up
