Add conductivity and conductance parametrizations

Enables the calculation of Pedersen and Hall conductances from electron
densities, useful for ionospheric research.

Parametrizations taken from Brekke et al., 1974, Vickrey et al., 1981,
and Robinson et al., 1987.

Still needs the external (Earth's) magnetic field from somewhere.

The ion cyclotron frequency is an approximation, assuming a mix of
N2+, O2+, and NO+ ions. May not be perfect but seems to work.
