Issue331 timestamps (#333)

* Better error checking in readWeatherFile. Fixes #332

* Remove readWeatherFile daydate input; 

* add relative logic to _modDict

* update _parseTimes

* update timestamps for save files. ensure coerce_year is an int.

* remove example run as _main_ and runjob HPC example which is out of date.

* for 8760, if starttime is passed and coerce_year is none, use the start year for coerce_year.

* update test_bifacial_radiance, test_load and ini_gencumsky with updated path links

* Clean up YYYY-mm-dd_HHMM references; remove an old deprecation warning

* bump pandas and drop pvlib to 0.8 in requirements.txt

* suppress warnings when coercing years

* include new tests for multi-year 15-minute weather data

* Remove trim=false keyword and make MetObj trim all files by default. (this is a major change...)
Reorder kwarg list in _set1axis.

* clean up docstrings

* Update v0.3.5.rst
