Commit Message

Only connect to the 'brian2' logger and do not set the log level on the root logger. This prevents the output of debug messages in the ipython notebook. The only disadvantage is that we no longer include debug messages from other, non-Brian packages in the log file but I did not see any such messages previously, anyway. And we *are* still logging warnings emitted via Python's warning mechanism. The only remaining issue is that we see duplicated warning messages in the ipython notebook -- but not connecting to the console handler is worse, it would mean that we don't see the warning message in the standard ipython console... Closes #133
