Add certificate lifetime configuration option (#361)

Add configuration option `CertificateValidityPeriod`, which controls
the validity period (in seconds) of certificates issued by Pebble. If
not set, this option defaults to 157766400s, or 5 years.

Also update Pebble to compute validity periods inclusive of the whole
span of their final second.
