This commit adds a new SC&amp;amp;MP command &amp;#39;CMD_INFO&amp;#39; which returns info about a chip
in a single SCP command:

* Number of working cores
* A bitmap of idle cores
* A bitmap of working links (checked on-demand rather than using stale info)
* The size of the largest free block in the SDRAM heap.

The new SC&amp;amp;MP boot file was compiled from version 14a7f6e of the following
repository and adds to the changes to SC&amp;amp;MP introduced in rig 6d64c80 to allow
more efficient application loading.

The new SC&amp;MP command has been used to significantly improve the performance of
get_machine and get_resource_constraints. Additionally a new function
get_machine_and_resource_constraints performs both tasks at once with half the
number of machine round-trips.
