Allow multiple OpenAPI doc builds in a single run (#80)

* updated cli parsing to use 'Commander' package, update 'ga4gh' theme, config can be provided with a list of OpenAPI files to produce multiple html documents

* increment version number

* add default config file path to CLI parser module, increment rc version

* move 'verbose' cli flag from '-V' to '-v'

* updated README with new config props

* attempt to successfully publish coverage report by adding Github token

* remove "uses" param

* change "with" to "env"

* added coveralls repo token

* use secret as coveralls token

* trigger PR build with ga4gh fork coveralls secret

* split push and pr actions into separate files because coverage report publishing not working for PR builds

* fixed introduced typo in push GH actions

* reconsolidate all GH actions into single yml file, use if statement to not run coverage on PR builds

* move test and coverage into single "job", coverage "steps" will not run if PR build

* rename ci workflow name
