Fixed AppVeyor URL for tests.

While developing this I renamed the GitHub project from
appveyor_artifacts to appveyor-artifacts. However AppVeyor replaces _
with - in their URLs so my new project's name would conflict with the
old project (which I already had been using on AppVeyor).

AppVeyor apparently adds a random string at the end of the URL to deal
with this.

I removed both the old and current project from AppVeyor and re-added it
and thankfully the URL is what I expect.

Also in this commit I fixed docstrings in appveyor_artifacts.py. No more
PyCharm warnings.
