Restructures the project

The project was restructuring in flavor to Packing Python
Projects[1] specifications and Flask Extensions Builind[2].

* Replace flask_jsonrpc/ directory to src/flask_jsonrpc
* Add documentation (structure) in Read The Docs
* Add support tox tools
* Add code of conduct (from https://www.contributor-covenant.org)
* Change setup.py in flavor to metadata
* Upgrade copyright dates
* Add security check in CI
