Fixes for inclusion in trusted umbrella projects

If a person trusted an umbrella project with coordinates obscured for any reason
and had an observation with private coordinates inside a sub-project place but
with public coordinates outside that place, the observation was not appearing
to be in that project when the coordinates were obscured because of taxon
geoprivacy, on obs detail or in searches.
