Improve event report notification emails

- Move most of the settings as command options
  Only the sender email is now configured via the settings. Everything
  else is command-line options to the ./manage.py task.
- Add two testing options:

    --simulate-emails
    --simulate-db

- Implement a different version of the email template depending on that
  if it’s the first email, a subsequent email or the last reminder
  email.
- Add a sentence after the signature reminding the user why they are
  receiving this email.
- Update the email template and subject with corrections from Alessandro
  Bogliolo and Yasemin Allsop.
