Allows NOAA clients to set the idle timeout on the connection

NOAA consumer uses the idle timeout to set a read deadline for each call
to the ReadMessage. The default idle timeout is set to zero, which means that
there is no call to SetReadDeadline and the ReadMessage call will go forever.
