Refactor and consolidate configuration validation. (#108)

* Fix invalid references in test inputs. Also fix some typos.
* Re-add collectd tests on Linux.
* Normalize fluent-bit parameter checks.
* Add a test for non-empty invalid listen_host for syslog.
* Move metrics config structs from collectd to confgenerator/config and make them pointers. Give some structs more precise names.
* Move logging structs to confgenerator/config. Give some structs more precise names.
* Move UnifiedConfig into the config package.
* Test error consistency for invalid configs in collectd and otel on Linux.
* Normalize parameter validation error messages.
