* [TD-3973]<feature>: add jemalloc as submodule.

build works as following instructions:

cmake .. -DJEMALLOC_ENABLED=true

make

* fix jemalloc at tag 5.2.1

* fix conflicts

* make install works.

* fix conflicts.

* release script works.
