Workaround 'same value in both branches of ternary operator' cppcheck FP

* thread_local_alloc.c [THREAD_LOCAL_ALLOC] (GC_malloc_kind): Replace
(void)NULL with (void)1 if CPPCHECK in a ternary operator passed to
GC_FAST_MALLOC_GRANS() (be defining MALLOC_KIND_PTRFREE_INIT macro).
