Disable jsx plugin for .ts files (#75)

* Use consistent pattern for comparing objects because of missed example for JSX.

* Allow distinct rules for 'ts' and 'tsx' files

* Update parser test to omit JSX checks for .ts files

* Update changelog

* Collapse redundant conditionals in file extension check

* Increase test coverage elsewhere to account for reduction in size of helper.ts

* Add test with bracket-style type assertion. Fixes #68

* clean up comment out code
