Improve CI (#149)

* Improve CI

- removed py35, py36 and py37 testenve as it's already not supported or not needed.
For any project migrated to rhel8/ubi8 we don't older python support.
There is at least py38 available already.
- added py38 - py39 test envs
- added config for pylint
