Zero copy bucket scanning

Instead of unpacking all the BCF records in a bucket, unpack only the ones
in the relevant range. Also:
1. Getting rid of the BCFReader class, we are using the BCFScanner class instead.
2. Adding range checks, to check correct memory access.
