Resolve #308 - improved behaviour when jobs are lost or buried (#406)

* Auto-kill lost jobs if they can be confirmed dead.

Server TTR callback now checks if a job can be confirmed dead, and kills it if
so.

Added getServer() to scheduleri and ProcessNotRunngingOnHost() to Scheduler to
enable job process checking on remote servers.

Added cloud.Server NewServer() method allowing other packages to use it to SSH
to any server.

* New PrivateKeyPath config option, used by LSF scheduler.

internal.Username() cached variable now public so it can be altered for testing
purposes.

Fixed bqueues parsing in LSF scheduler to correctly get memory and runtime
limits. Also simplified ranking system to basic sequential increases.

* Work around go build bug in travis.

* Change default CIDR and gateway to play nice with docker.

* New "Remove" behaviour. Behaviours now triggered after auto-killing a lost job.

Jobs with "Remove" behaviour are deleted after being buried.

* Allow more time for tests.
