Allow editing Tenant properties

- New menu item under PLUGINS -> Tenant -> Edit
- Show some fields as read-only b/c we don't allow them to be updated
- Only super-user & tenant.owner are allowed to edit tenant propeties
- tenant.owner needs change_tenant permission too
