Neuron name service: fix ambiguous handling of "no API" vs. "local API"

The Neuron Name Service instance used for "no API provided" and an
explicitly defined local API should be the same. So far, the NNS managed
two different instances in some cases. This is no fixed and only a
single NNS is used for any local API specification.
