Allow SDRAM to be cleared after allocation

* Adds a `fill` method to the MachineController which can be used to
  fill memory.
* Adds a `clear` argument to `sdram_alloc` and `sdram_alloc_as_filelike`
  which will cause the allocated memory to be cleared before use.

If the size of the memory allocated is a whole number of words and the
address returned is word aligned then a FILL command is used to empty
the memory, otherwise WRITE is used as a fallback.
