Neuroglancer synapses (#241)

* initial implementation, the synapses in neuroglancer is empty; splitted the neuroglancer code to functions and the code is more modular.

* change the neuroglancer operator parameter from chunk_name to inputs

* fix visualization of segmentation

* shows the synaptic pair with line now

* get the order and resolution information from synapse annotation rather than setting it in code

* not use python native function id as variable name

* do not transpose chunk, and change the dimension directly to match chunk axis
