Commit Message

Initial implementation of cwl_run command.

Usage:

```
    planemo cwl_run tool.cwl job.json
```

This will load a Galaxy instance configured to run CWL tools with the specified tool and then submit the job described by job.json.

Known issue, the test case doesn't work even though the command works fine from the command line.
