Several documentation updates. (#275)

* Several documentation updates.

* Removed warning about Python 3.9 since the installation is fairly
  smooth by now (except wxpython on linux is still a pain, but that's an
  extra).

* Improved error handling for pylint errors, preferring to inform the
  person building the docs of errors more than the person reading them.

* Fixed a broken link to a settings snippet

* Pinned docutils at <0.17 to avoid bug

* Add prefer binary to tox testing config

The pytest --prefer-binary flag was added to get around issues where pip
was grabbing a Python 3.6-incompatible source distribution of h5py
rather than an older wheel that supports Python 3.6.

* Move prefer-binary to proper place

* Add pip requirement to support prefer-binary

* Implement workaround for broken upstream black

The code formatter has an issue that is breaking our CI steps. This
implements the workaround described here:
https://github.com/psf/black/issues/2079#issuecomment-812359146

Also changes `ubuntu-latest` to `ubuntu-20.04` for extra stability.
