Better collapsed universal handling (#14)

We now handle cases where nodes were copied more than once.
The values in {dep,gov}_is_copy is now the copy count rather than a
True/False value.

This also unearthed another Python 3 incompatibility -- dicts can't be
compared with dicts which make Token comparisons break. Tokens now have
a proper __lt__ method.

Test cases adjusted to include the previously failing tree from #14.

15 of 15 new or added lines in 2 files covered. (100.0%)
