Support for observation votes (faves) in v2

Note that our v2 approach of just wrapping the
votes/vote/:resource_type/:resource_id endpoint doesn't really work with v2, so
I've tried to support /v2/observations/:uuid/vote instead. This involves some
confusing situations where inaturalistjs calls /v2/observations/:uuid/vote from
a js client, but calls votes/vote/:resource_type/:resource_id from the node api.
