Module::Persister requires persitent_relation instead of persistent

MSP-12461

To eliminate the duplicate code in the persistent resurrecting
attributes, such as the
`ActiveRecord::Base.connection_pool.with_connection` and
`.readonly(false).first`, have subclasses supply the
`#persistent_relation` which is run inside the `with_connection` block
and has `.readonly(false).first` called on it to retrieve `#persistent`.
