add label for pre-release tag

the update_checker.py looks for a new version than what is currently installed, so update_checker alerts don't trigger if a pre-release version intstalled has the same X.Y.Z
version number prefix.

PRE_RELEASE_TAG allows users to install pre-release with distingusing tag displayed in the window title (e.g.,  "3.6.7-dev1"), and they will still get an alert when the X.Y.Z is
released.  For this to work PACKAGE_VERSION must remain at the previous version number.
