Okay that was indeed my mistake ಠ_ಠ

For posterity (maybe I will actually remember after spelling it out):
flake8 determines a project's root directory by finding a tox.ini or
setup.cfg file. If neither one is found, you have to explicitly tell it
what to do. So yes, let's `git add' and commit that tox.ini file :-).
