implemented file type checking

added a number of options to sparcur.simple commands .e.g --log-level
mimetypes.json holds the classification of different types, one issue
is that some times are allowed for some modalities but not for others,
e.g. json is now allowed for time series due to major issues with
floating point representation, we almost certainly need to switch the
representation of the suffix_mimetypes over from paths.py to the json

in the process I discovered that there area apparently some datasets
that never populate because they are sparse and they are missing the
required metadata files, these empty datasets cause errors when
getting path metadata
