Stack viewer: add layer offset setting

Stack viewers can now have an optional layer offset configured.
Accessible through the Layer Controls, it allows users to configure one
or more Z steps from a stack space Z coordinate z1 to z2, that will
cause an offset of the current location in XY if the move from z1 to z2
is performed by the user (e.g. by pressing comma or period). This can
optionally be constrained by a location and a radius. Generally, this
helps working with registration problems e.g. at TEM gaps.
