Add main queue warmup and enable evict_wtinylfu test

If the cache is warming up an entry can immediately be promoted to the
main queue. This would happen naturally when the eden queue evicted, so
there is no behavioral change to the policy. The advantage is when the
fast path is used below capacity, the hot entries have a lower chance
of being in the eden queue (which is not eligable for a fast path).

The eviction order test was enabled by observing that the order was not
ideal because the frequency sketch would grow due to having a small
initial capacity. By setting this the sketch is large enough for making
predictable operations.
