Handle begin/end group in top-level math lists

We already handle parsing math groups in other contexts, this adds
handling math groups in top-level math groups. I added a new way to
construct `MathAtom`s too, to make this easier.

Meta-note: Recently, I've been getting better about being more
test-driven, where I will write the tests that I expect to pass before
I actually write any code to handle the feature. I find that doing
this makes it very clear what the goals are of what I'm trying to
accomplish for that commit. Also, the feeling of having all of the
tests that you wrote pass on your first try after you go to implement
the feature is so nice (even if it ends up being so simple).
