Rename all instances of Minimal to Minimum and add better delayer alias

This new alias handling allows users to use the delayer function in two mode :

1. Use the delayer as an alias for MinimumDelayer's constructor, for easy access
2. Use the delayer for a "run this function now and delay me this for a minimum of that time"
    - This is a shortcut to creating a minimum delayer and running `execute` immediately after
