Add the ability to lint a js string representation

This commit adds the ability to lint JS that doesn't necessarily
exist in the file system. Here are a few use cases for such functionality

- Linting code snippets in markdown files
- Linting scripts generated via user input (like in a CMS such as Squarespace, for example)

26 of 26 new or added lines in 2 files covered. (100.0%)

229 of 248 relevant lines covered (92.34%)

2.21 hits per line
