Issue #63: Add /api/me endpoint

* Add /api/me API endpoint to expose data about the currently
  logged in user. (i.e. user ID, installed experiments)

* Add user prop to overall Me model

* Frontend client tweaks to use the API

* Add .editorconfig so my editor can indent JS & Python as appropriate

* Server-side tests
