DEC-499:
-CreateItems is meant to be generic, but it was always finding items by user_defined_id. Extracted this out and now allows caller to specify which props to match on when trying to find the item. GoogleCreateItems now specifies finding by collection_id and user_defined_id
-Renamed create! to create_or_update! to better reflect that it does both.
