Check if System property hostname is set

- Since InetAddress.getLocalhost() can be slow,
  particularly on OS X, this makes sure UnleashConfig
  performs same check as we do in ApplicationHostnameStrategy
  to allow users to set hostname property before constructing an
  UnleashConfig.
